Abstract: As strategic competition between China and the US grinds on, the US has become increasingly active to bring its allies through the transfer of critical military technologies to bear on strengthening deterrence against China. Trump’s latest approval of South Korea’s long-pursuit dream of building nuclear submarine reflects a new consensus of burden-sharing between US and the South Korea in the backdrop of US-China strategy competition. By leveraging US-South Korea cooperation on nuclear-powered submarines, Washington aims to exert strategic influence over Seoul and draw it into an emerging US-led maritime alliance dedicated to deterring China by denial. Meanwhile, it sheds light on South Korea’s key objectives of strengthening deterrence credibility and strategic autonomy for the sake of its security on one hand, and enhancing its strategic profile within the US-led “lattice” alliance system on the other. Although the US-South Korea nuclear submarine cooperation is supposed to encounter significant hurdles, this signature program indeed bespeaks America’s determination in seeking its denial strategy against China along the First Island Chain, including the Yellow Sea, East China Sea, South China Sea, and the Taiwan Strait. The cascade effects of US-South Korea nuclear submarine cooperation warrant attention, as it is likely to reshape the security order of Northeast Asia and the broader Asia-Pacific region, intensify bloc-based dynamics in the Northeast Asia, and further complicate and even deteriorate China’s surrounding strategic environment.
